Ofgem has published a factsheet on ECO3 district heating systems (DHS) and summary of proposal (SoP). The factsheet draws together the key areas of information for suppliers and the supply chain when engaging with Ofgem prior to delivering district heating measures, and sets out the requirements for delivering these measures under ECO3. A summary of proposal form is available in Appendix 1 which can be used to provide a brief summary of the project being completed.

It is not mandatory that suppliers contact Ofgem prior to a district heating project and as such they do not require suppliers to submit a DHS SoP as part of this. However, a SoP can be sent prior to the installation of a DHS measure should suppliers want clarification on the project. Please contact Ofgem at ECO@ofgem.gov.uk for any questions on DHS measures.
