HNP Local Authority District Heating Strategy

The Heat Network Partnership (HNP) ran a programme of support in 2015 that aimed to guide participating local authorities through the process of developing a district heating strategy. The District Heating Strategy Support document describes a systematic approach to producing a local authority district heating strategy that will provide a framework for the identification and strategic appraisal of opportunities for district heating schemes, and encourage and support the delivery of projects. Without a robust district heating strategy and process in place, local authorities are at risk of adopting a piecemeal, reactive approach to individual energy supply opportunities which fail to realise the full environmental and economic benefits of a single integrated system. HNP Local Authority District Heating Strategy Sessions 1

Heat Network Partnership Local Authority District Heating Strategy: Session 1 Session 1 workshops of the HNP Local Authority District Heating Strategy were held in Inverness and Edinburgh on the 9th and 11th of June 2015, respectively, and were attended by representatives from 24 local authorities.This session provided an introduction to the strategy programme, and covered the modules on engagement and opportunity assessment of district heating loads. Heat Network Partnership Local Authority District Heating Strategy: Session 2 Session 2 workshops of the HNP Local Authority District Heating Strategy Programme took place at Eden Court, Inverness on the 1st and 2nd September and at Glasgow Caledonian University on the 8th and 9th September. These 2-day sessions covered the HNP Strategy modules on Policy, Planning, Business Models and Project Development.

Heat Network Partnership Workshop Presentations

The Heat Network Partnership brings together the Scottish Government agencies that provide financial and technical support and guidance to businesses, the public sector, communities and households, working with a wider partnership of key stakeholders to deliver a step change in the scale of heat networks in Scotland. A key feature of this support for district heating will be an ongoing series of best practice, guidance and knowledge-sharing workshops. The first four workshops took place in May / June 2014 covering the Heat Network Partnership's core themes of Leadership, Procurement, Technology, Planning and Finance. HNP - Heat Network Standardisation

This workshop introduced the Code of Practice for Heat Networks developed by CIBSE with additional presentations on developing business models for district heating. HNP – Developing and Delivering District Heating Projects

This workshop aimed to provide the public sector with information, advice and best practice in relation to the development and delivery of district heating projects. The seminar analysed the project development process, examined a range of delivery models available to the public sector, and explored related legal and procurement considerations. Lead organisation: Scottish Futures Trust Support organisation(s): Resource Efficient Scotland, practitioners Target audience: Those involved in developing district heating projects from a public sector perspective, including local authorities, universities and colleges, NHS, central government (including Scottish Government agencies), Registered Social Landlords and Scottish Water. The strategy template document below has been produced as a guide to district heating strategies and provides model text and guidance for creating bespoke content. This document should be used as a workbook throughout the course of the programme. HNP District Heating Strategy Template This district heating opportunities assessment tool was developed by the Heat Network Partnership (HNP) for the purpose of carrying out an initial high level appraisal of the potential for district heating in a region. The tool uses the Scotland heat map as the data source to produce a dashboard report, with key project indicators. The reports can support a strategic approach to prioritising potential opportunities for further investigation. The dashboard report is not intended, and should not be used as the basis for investment decision making. Scotland District Heating Opportunity Assessment Tool V4.1 A webinar to guide users through the use of the opportunities tool can be found at the link below: Opportunities Assessment Tool Webinar A note on Scottish Government policy developments: In developing Scotland's Energy Efficiency Programme (SEEP), the Scottish Government is considering the introduction of a statutory duty for local authorities to develop Local Heat & Energy Efficiency Strategies (LHEES). These would set a framework and delivery programme for how each local authority would both reduce the energy demand and decarbonise the heat supply of buildings in its area, across the timeframe of the strategy, to ensure progress against the national objectives of SEEP. The initial scope and context of LHEES was set out in the Scottish Government’s policy scoping consultation paper on Local Heat & Energy Efficiency Strategies, and Regulation of District Heating (published January 2017). The Scottish Government’s response to this consultation has been published as part of a subsequent consultation during the autumn of 2017. As part of the SEEP 2 Pathfinder fund, 12 Local Authorities are being supported financially to test the LHEES concept in a diverse range of pilot areas. The aim of the LHEES pilot projects is to improve our understanding of the tools, data, skills and resources required for local authorities to deliver such strategies, should they be introduced as a statutory duty. The overall programme includes an evaluation which aims to draw lessons from across the 12 LHEES projects, to inform the Scottish Government’s future policy plans, as well as share lessons between local authorities to support their future work. The projects cover a range of urban, suburban and rural areas with varying demographics and a mixture of domestic, non-domestic and public sector buildings. To assist the 12 local authorities in delivering their LHEES pilots, the Scottish Government, together with its funded programmes (Resource Efficient Scotland, Energy Saving Trust, Scottish Futures Trust) is providing support through a dedicated steering group.

Best practice from Denmark

Learning from best practice in Denmark A memorandum of understanding (MoU) between the Danish Energy Agency and the Scottish Government was agreed by the Minister for Business, Energy, and Tourism, Fergus Ewing, in November 2014. As part of this MoU, a programme of work was set up to share Danish approaches and methods for strategic energy planning for district heating. This section of the website has details of some relevant outputs shared as part of this work. The Danish District Heating Planning Tool The Danish District Heating Planning Tool, below, was produced as part of the work programme agreed with the Danish Energy Agency. The tool, which was developed by Ramboll on behalf of the Danish Energy Agency, presents a form of the methodology applied to Danish district heating planning and economic assessment. Heat - District Heating - DEA - Ramboll heat planning tool - Model version 1 0 181215 - For sharing The tool has been made available on the HNP website for general information and to inform thinking on planning for district heating in Scotland. The HNP does not currently offer support for use of the tool. However, a number of projects and local authorities have also been investigating the relevance of the tool for use in the Scottish context. Any application of the tool is at the user’s own risk and is not intended, nor should it be used as the basis for investment decision making.
